Lockout Tagout Requirements

When more than one person is authorized to perform the same task, each worker must perform their own lockout and tagout procedures and not rely on others. Never authorize someone else to remove your lock tag device. Only work on equipment that has been completed with lockout tagout security.

When you are handing over the shift, you must not remove the original lockout tagout device without authorization. You must wait until the next successor performs lockout tagout as required before releasing the original lockout tagout device. At the same time, the new successor must reconfirm whether the lockout and tagout is safe and reliable, and can only operate after confirming that it is correct. Never put your safety on other people’s lock tags, always remember your own locks to protect your own safety.

Make sure your lockout is resistant to the environment in which it is used, such as moisture, corrosion, etc., or it will lose its effectiveness.

Lockouts and tagouts need to work together, not as substitutes for each other. Effective January 2, 1990, whenever a plant is replaced, overhauled, altered, or renovated, and whenever new plant is installed, energy isolating devices for that plant shall be designed to employ locking device.

The operator shall conduct periodic inspections of the capacity control procedures at least annually to ensure that the procedures and requirements of this standard are being followed, and shall be performed by authorized employees rather than by those performing the energy control procedures. If there is a possibility of stored energy re-accumulating to hazardous levels, verification of the isolation status shall continue until repairs or maintenance are completed or the possibility no longer exists.

Whenever external maintenance personnel participate in maintenance activities within this scope, the on-site operator and the external operator shall inform each other of their respective lockout or tagout procedures.
